An increasing number of European research projects return, or plan to return, individual genomic research results (IRR) to participants. While data access is a data subject’s right under the General Data Protection Regulation (GDPR), and many legal and ethical guidelines allow or require participants to receive personal data generated in research, the practice of returning results is not straightforward and raises several practical and ethical issues. Existing guidelines focusing on return of IRR are mostly project-specific, only discuss which results to (...) return, or were developed outside Europe. To address this gap, we analysed existing normative documents identified online using inductive content analysis. We used this analysis to develop a checklist of steps to assist European researchers considering whether to return IRR to participants. We then sought feedback on the checklist from an interdisciplinary panel of European experts (clinicians, clinical researchers, population-based researchers, biobank managers, ethicists, lawyers and policy makers) to refine the checklist. The checklist outlines seven major components researchers should consider when determining whether, and how, to return results to adult research participants: 1) Decide which results to return; 2) Develop a plan for return of results; 3) Obtain participant informed consent; 4) Collect and analyse data; 5) Confirm results; 6) Disclose research results; 7) Follow-up and monitor. Our checklist provides a clear outline of the steps European researchers can follow to develop ethical and sustainable result return pathways within their own research projects. Understanding Hume’s theory of space and time requires suspending our own. When theorizing, we think of space as one huge array of locations, which external objects might or might not occupy. Time adds another dimension to this vast array. For Hume, in contrast, space is extension in general, where being extended is having parts arranged one right next to the other like the pearls on a necklace. Time is duration in general, where having duration is having parts occurring one aft (...) er another like the notes of a song. Hume’s diff erent view stems from his empiricism, his reliance on experience and observation as the foundation of our concepts. Nothing in our experience suggests a single vast array of locations. Rather, we simply notice that bodies are similar insofar as they have lengths that can be compared. Likewise, nothing in our experience suggests a single dimension of time. Rather, we simply notice that diff erent successions are similar insofar as they have durations that can be compared. Th eorizing that these observations show there to be a single multidimensional array goes well beyond the evidence for Hume. As a skeptic, he fi nds himself unable to assent to theories that stray too far beyond the deliverances of the senses. For Hume, the ideas of space and time are each a general idea of simple—partless— objects arrayed in a certain manner. He argues that the structures of the ideas of space and time refl ect the structures of space and time. Th erefore, space and time are not infi - nitely divisible, and they are ways simple objects are arrayed. Consequently, there is no such thing as empty space nor time without change. (shrink)

The aim of this paper is to make a step towards a complete description of Special Relativity genesis and acceptance, bringing some light on the intertheoretic relations between Special Relativity and other physical theories of the day. I’ll try to demonstrate that Special Relativity and the Early Quantum Theory were created within the same programme of statistical mechanics, thermodynamics and Maxwellian electrodynamics reconciliation, i.e. elimination of the contradictions between the consequences of this theories. The approach proposed enables to explain why (...) classical mechanics and classical electrodynamics were “refuted” almost simultaneously or, in terms more suitable for the present discussion, why did the quantum and the relativistic revolutions both took place at the beginning of the 20-th century. I ‘ll argue that the quantum and the relativistic revolutions were simultaneous since they had common origin - the clash between the fundamental theories of the second half of the 19-th century that constituted the “body” of Classical Physics. The revolution’ s most dramatic turning point was Einstein’s 1905 light quantum paper, that laid the foundations of the Old Quantum Theory and influenced the fate of special theory of relativity too. What were the true reasons of the second scientific revolution? – To answer the question, the epistemic model is applied, according to which radical breakthroughs in science were not due to the fanciful excogitation of new ideas ‘ex nihilo’, but rather to the tedious, long-term and troublesome processes of the mutual lapping, reconciliation, interpenetration and intertwinement of ‘old’ research traditions preceding such breaks. It is contended that Einstein's 'annus mirabilis' constituted an acme of the second scientific revolution. To fathom in (...) what felicitous ways Einstein's 1905 writings hang together one is bound to pay special tribute to his longed strive for unity evinced in incessant attempts to coordinate the profound research traditions of classical physics. Though Einstein's efforts sprung out of Max Planck's pioneering attempts to comprehend electromagnetic phenomena through the lenses of conceptual structures of statistical thermodynamics . It was Planck, who clearly realized the cross-contradiction between 'the physics of material bodies’ and ‘the physics of the ether' and outlined the sketch of its withdrawal: the paradigms 'must be modified to remain compatible'. And it was Planck who took the first step in modifying the physics of the ether and contending that 'not only matter itself but also the effects radiated from matter' possess discontinuous properties, which can be characterized by a new natural constant: the elementary quantum of action. Einstein's part consisted in that he took the second step in modifying the second component of the encounter – the physics of material bodies. Einstein’s foolhardy light quanta hypothesis and distinctive special theory of relativity turn out to be mere milestones of the unwinding of Maxwellian electrodynamics and statistical thermodynamics reconcilement research program. The notorious conception of luminiferous ether was a substantial obstacle for Einstein’s wayward statistical thermodynamics in which the pivotal lead was played by flagrant light quanta paper. Einstein was aware that his enticing light quanta hypothesis was too audacious to be taken literally and he laid out his version of 'electrodynamics of moving bodies' in a markedly Machian/ Duhemian, phenomenological way. As a result of the revision of the second scientific revolution key episode, the arguments are exhibited in favor of the necessity to modify the history of the genesis of general relativity; correspondingly, the process of unification of electromagnetic and weak interactions that took place in the second half of the XX-th century is scrutinized. Hence the dialectic of the old theories is crucial for theory change. Modern physics began with Einstein’s reconciliation of electrodynamics, mechanics and thermodynamics in 1905 and his unification of Special Relativity and Newtonian Theory of Gravity. Or, in more general social context: progressive scientific change can be described not in Weberian terms of zweckrational action forcing out all the other forms of action only but in terms of Habermas’s communicative rationality encouraging the establishment of mutual understanding between the various scientific communities also. Einstein’s programme constituted a progressive step in respect to its rivals not because it could explain more “facts” or was more “mathematical”. It was high than its rivals because it constituted a basis of communication and interpenetration between three main paradigms of 19-th century physics. We present an abstract social aggregation theorem. Society, and each individual, has a preorder that may be interpreted as expressing values or beliefs. The preorders are allowed to violate both completeness and continuity, and the population is allowed to be infinite. The preorders are only assumed to be represented by functions with values in partially ordered vector spaces, and whose product has convex range. This includes all preorders that satisfy strong independence. Any Pareto indifferent social preorder is then shown to (...) be represented by a linear transformation of the representations of the individual preorders. Further Pareto conditions on the social preorder correspond to positivity conditions on the transformation. When all the Pareto conditions hold and the population is finite, the social preorder is represented by a sum of individual preorder representations. We provide two applications. In this paper we recall our concepts of n th-Power Set of a Set, SuperHyperOperation, SuperHyperAxiom, SuperHyperAlgebra, and their corresponding Neutrosophic SuperHyperOperation, Neutrosophic SuperHyperAxiom and Neutrosophic SuperHyperAlgebra. In general, in any field of knowledge, one actually encounters SuperHyperStructures (or more accurately (m, n)- SuperHyperStructures).

The questions that have been looming at the thoughts of many African theologians for years have been: How can the Christian faith be made to be at home in Africa, in such a way that it harmo nizes with African beliefs and practices, thus becoming the religion of the African people? What is the relationship between African traditional religion and culture with the Christian faith? Does being a Christian mean that I should distance myself from m y traditional religious and (...) cultural heritages? It is from this background that Igwebuike theology emerges as an African theology , posting that effort towards evangelization must begin from the understanding of the African worldview and the incorporation of such in the processes of the communication and learning of the Christian faith. This work presented the theology of African typo logy ( u di, meaning type, kind or nature) within the context of Igwebuike theology , with a view to creating a balance in the midst of the conflicts between Christianity and African religion and culture by connecting the events of the New Testament to events and persons in African traditional religion and culture. This connection is such that the events, persons, realities, etc., in African traditional religion and culture find meaning and fulfillment in the New Testament Scriptures. The Igwebuike theology of u di has created an aperture for further dialogue of culture with faith. It provided a deeper meaning and wider capacity for the application of the concept , ‘typology’. It has contributed to the continuous search for better ways of making the Christian fai th feel at home in Africa, and also making it possible for the redemption of the African culture through its interaction with faith. For the purpose of this study, the Igwebuike theoretical framework , which emphasizes beginning from and valuing what is kno wn, and using what is already known as a stepping stone to get to the unknown , was adopted. Autor analizuje słownictwo niemieckie pod kątem jego regionalnego zróżnicowania, koncentrując się zwłaszcza na osi północ-południe. Zwraca uwagę na charakterystyczne cechy diatopicznych wariantów północnych (m. in. występowanie geminat b, d, g) oraz południowych (m. in. zauważalny brak przegłosu). Ważnym aspektem w analizie jest także występowanie bądź brak tzw. drugiej przesuwki, która w decydującej mierze zaważyła na wyodrębnieniu się w języku niemieckim podziału dialektalnego. Autor zwraca uwagę na aspekt socjolingwistyczny występowania w słownictwie dubletów regionalnych, co związane jest z coraz szerszą migracją ludności (...) na obszarze niemieckojęzycznym. Wskazano też na wyrazy, które - kiedyś typowo regionalne - dziś są w powszechnym użyciu. W dalszej części artykułu autor opisuje szereg wyrazów oraz ich regionalnych odpowiedników w aspekcie diachronicznym i synchronicznym, posiłkując się znaną pracą P. Kretschmera Wortgeographie der hochdeutschen Sprache. Na koniec pokazano w oparciu o fragmenty dzieł literackich znanych niemieckich pisarzy, jak np. A. Seghers czy Th. Mann, w jaki sposób wyrazy regionalne mogą przyczynić się do ukazania lokalnego kolorytu lub charakterystyki postaci. Autor konkluduje, iż wyrazy dialektalne mogą wychodzić poza swój regionalny charakter i spełniać wiele funkcji ponadregionalnych. (shrink)

The study aimed to identify the relationship between correcting the deviations in the measurement of performance and achieving the objectives of control and the performance of the job at the Islamic University in the Gaza Strip. To achieve the objectives of the research, the researchers used the descriptive analytical approach to collect information. The questionnaire consisted of (20) statements distributed to three categories of employees of the Islamic University (senior management, faculty members, their assistants and members of the administrative board). (...) A random sample of 314 employees was selected and 276 responses were retrieved with a recovery rate of 88.1%. The Statistical Analysis Program (SPSS) was used to enter, process, and analyze the data. The results of the study showed a positive relationship between correcting deviations in performance measurement and achieving the control objectives represented by the functional performance in the Islamic University from the point of view of the members (senior management, faculty and their assistants, and the administrative board), where the relative weight of all the paragraphs was (74.25%). The study recommended the need to ensure that the actual performance of the planned performance is matched and decisions are taken to correct the serious deviations and take the necessary measures in terms of retraining and change in regulations, wages and bonuses and punishment of the culprit, neglect and negligence by mistake. The aim of this paper is to evaluate the critical success factors and investigate the benefits that might be gained once implementing Electronic Customer Relationship Management at HEI from employee perspective. The study conducted at Al Quds Open University in Palestine and data collected from (300) employee through a questionnaire which consist of four variables. A number of statistical tools were intended for hypotheses testing and data analysis, including Spearman correlation coefficient for Validity, reliability correlation using Cronbach’s alpha, and Frequency (...) and Descriptive analysis. The overall findings of the current study show that all the features were important for staff and it was critical success factors, at the same time, websites were providing all the features discussed by the theory whereas staff showed their willingness to use those features if provided. It is also discovered that implementing Electronic Customer Relationship Management can cause staff retention, were provided efficiently and needed to be improved. Research limitations: The survey findings were based on QOU employee in Palestine, UAE and KSA branches not included in the study. (shrink)

Eva Schmidt argues that facts about incoherent beliefs can be non-evidential epistemic reasons to suspend judgment. In this commentary, I argue that incoherence-based reasons to suspend are epistemically superfluous: if the subjects in Schmidt’s cases ought to suspend judgment, then they should do so merely on the basis of their evidential reasons. This suggests a more general strategy to reduce the apparent normativity of coherence to the normativity of evidence. I conclude with some remarks on the independent interest (...) that reasons-first epistemology might have within an evidentialist framework. (shrink)

Deep learning may transform health care, but model development has largely been dependent on availability of advanced technical expertise. The aim of this study is to develop a deep learning model to predict the gender from retinal fundus images. The proposed model was based on the Xception pre-trained model. The proposed model was trained on 20,000 retinal fundus images from Kaggle depository. The dataset was preprocessed them split into three datasets (training, validation, Testing). After training and cross-validating the proposed model, (...) it was evaluated using the testing dataset. The result of testing, the area under receiver operating characteristic curve (AUROC) of the model was 0.99, precision, recall, f1-score and accuracy were 99%, precision, recall, f1-score and accuracy were 96.83%, 96.83%, 96.82% and 96.83% respectively.. Clinicians are presently unaware of dissimilar retinal feature variants between females and males, stressing the importance of model explain ability for the prediction of gender from retinal fundus images. The proposed deep learning may enable clinician-driven automated discovery of novel visions and disease biomarkers. (shrink)

In this paper, we defend ontological disputes from the charge, with a special focus on disputes over the existence of composite objects. Disputes over the existence of composite objects, we argue, have a number of substantive implications across a variety of topics in metaphysics, science, philosophical theology, philosophy of mind, and ethics. The article studies the impact of Fintech on entrepreneurship in Arabic region by using Crowdfunding platforms as the field of study. The article focuses on Arabic Crowdfunding platforms. The population of (12) platforms consist of: individuals, entrepreneurs, investors, employees at Crowdfunding platforms. Descriptive and quantitative approach used in this article, and a questionnaire used as a tool to collect primary data. The results indicate an impact for Fintech on entrepreneurship in general and obvious obstacles to use it widely in Arabic (...) region cause of legislations or e-payments. The article recommended more awareness for innovative products and services such as Fintech, Crowdfunding and adopting the culture of e-business models. Also the article promoting the process of developing regulations that organize e-business models, especially Fintech and Crowdfunding, the use of modern communication technology to serve the development of society, more interest to innovation and creativity as a key factor for entrepreneurial success. Wenn wir Peter Singers Konklusion in „Famine, Affluence, and Morality“ (1972) akzeptieren, dann handeln wir im Alltag sehr viel häufiger falsch, als es uns lieb ist. Anstatt über die Natur von Altruismus zu philosophieren, könnten wir auch möglichst effektiv Hungerleidenden helfen. Ist es daher etwa moralisch verwerflich – weil egoistisch – zu philosophieren? In diesem Beitrag beleuchte ich die Gründe, die wir haben, Philosophie in den Mittelpunkt unseres Lebens zu stellen. Ich argumentiere, dass Philosophieren – genauso wie die Beschäftigung mit (...) Kunst und Wissenschaft – nur dann gerechtfertigt sein kann, wenn es praktische Gründe jenseits von Gründen des persönlichen Nutzens und der Moral gibt. Dabei schliesse ich an Susan Wolfs Idee an, dass diese Tätigkeiten ein Leben mit Sinn erfüllen können. Es bleibt jedoch offen, ob in einer Welt voller Ungerechtigkeit die moralischen Gründe gegen das Philosophieren (und für andere Handlungsoptionen) nicht dennoch überwiegen. (shrink)

We have a much better understanding of physics than we do of consciousness. I consider ways in which intrinsically mental aspects of fundamental ontology might induce modifications of the known laws of physics, or whether they could be relevant to accounting for consciousness if no such modifications exist. I suggest that our current knowledge of physics should make us skeptical of hypothetical modifications of the known rules, and that without such modifications it’s hard to imagine how intrinsically mental aspects could (...) play a useful explanatory role. I defend the extremist position that the fundamental ontology of the world consists of a vector in Hilbert space evolving according to the Schrödinger equation. The laws of physics are determined solely by the energy eigenspectrum of the Hamiltonian. The structure of our observed world, including space and fields living within it, should arise as a higher-level emergent description. I sketch how this might come about, although much work remains to be done.
